The front of the program reads "Gloria Victis, 1861-1865," which means "Glory to the vanquished," and is a reference to part of the inscription on the front base of the monument. The program includes an order of ceremonies; an introduction of orator by Andrew C. Trippe, Commander of Maryland Division, United Confederate Veterans; and an oration by McHenry Howard.
