Baltimore Mayor Thomas D'Alesandro, Jr sitting at a desk and signing a document. Dr. Bernard Harris stands at left and an unidentified man stands to the right, both looking down at the document.

A Baltimore surgeon who was chief of staff at Provident Hospital, Dr. Harris served on the Baltimore City Park Board and then the city's Board of Education. Prior to his post as mayor, D'Alesandro, Jr served as a member of the U.S. House of Representatives and member of the Maryland House of Delegates.
