Certification from the Office of the U.S. Board of Claims for the enlistment of Charles Franklin of the 7th Regiment Colored Troop. The document certifies that Franklin was enlisted in U.S. service before the first day of April 1864. It also provides an order for the Treasurer of the State of Maryland to pay $100 to George W. Covington as per Franklin's former enslaver, Littleton P. Franklin.
